HRDS would like to inform you that, following the recent expansion of the service tax scope, a 6% Service Tax will take effect from 1 July 2025 on education services provided by private educational institutions registered under the Education Act 1996. This excludes special schools and language centres. The tax applies specifically to pre-school, primary, lower secondary, upper secondary, and post-secondary education services where the total annual fees exceed RM60,000 per student. However, an exemption applies to Malaysian citizens who hold a valid Disabled Persons (OKU) card issued under the Persons with Disabilities Act 2008 [Act 685].
According to the Royal Malaysian Customs Department (RMCD), as outlined in its Guideline on Education Services dated 9 June 2025, the following fees are subject to the 6% Service Tax:
a) Tuition fees
b) Registration fees
c) Admission charges
d) Co-curricular fees
e) Teaching aid/facility charges
f) Any other charges or fees related to education imposed by the institution
To support a smooth transition, the government has introduced a transitional measure stating that the Service Tax will not apply to any payments received before 1 July 2025, even if the services are delivered after that date. Therefore, any school fees paid by 30 June 2025 will not be subject to the 6% tax.

UK Visas & Immigration (UKVI) are encouraging UK-bound international students to apply for their visas as early as possible and with the right documents, so they can start their studies without delay.
It's important that you don't wait for exam results or Confirmation of Acceptance for Studies (CAS) to start getting ready. They should begin preparing their documents now to avoid delays. On the GOV.UK website, there is a list of documents that students must provide, as well as documents they may need to provide. Students from some countries may also need to use a bank account to prove their funds for a UK Student Visa and show the money has been in their account for at least 28 days before applying.
